CLARITY Compliance: Treasury Reporting

A protocol treasury is corporate capital wearing a public balance sheet. Producing a treasury report from that data, in a form a finance function can defend, an auditor can validate, and a regulator can reproduce, is still a manual job at most protocols.

CLARITY, if enacted in something close to its current form, would raise the stakes on that job. Treasury transactions between the protocol, its foundation, its contributors, and any related entities would need to be identifiable and categorized on public-company-style disclosure standards. The information the disclosure requires is largely in the chain data. Producing it in a form the standard accepts is a workflow question.

Two things make the workflow hard. The first is scope: a treasury lives across foundation multi-sigs, program-controlled accounts, contributor grants, incentive contracts, yield deployments, and cross-chain positions, each with its own transaction history. The second is context: identifying which counterparties are affiliated with the protocol requires information about relationships and arrangements that sit outside the transaction record itself. A transaction captures who moved what to whom, and everything else lives in the protocol's knowledge of its own counterparties.

Verifiable treasury infrastructure closes the loop by indexing the addresses the protocol treats as part of its treasury alongside the affiliations the protocol has already established for its counterparties. Space and Time captures the transaction history from the chains and contracts where treasury activity happens, runs the classification queries against the protocol's own related-party definitions, and produces a categorized transaction log with cryptographic proof of every classification. The quarterly report, the regulatory disclosure, and the token holder update all draw from that same log, and the finance function producing it works from the same evidence its auditor examines and its regulator can accept.

Treasury and related-party transactions are one of the areas covered by the CLARITY Compliance Framework by Space and Time, the data blockchain securing onchain finance.
