The Digital Asset Market Clarity Act is the United States' most credible path to a comprehensive market structure framework for digital assets. The bill builds on a multi-year legislative effort, and it now heads into Senate Banking Committee markup following a yield compromise that unlocked the path forward. Final passage isn't guaranteed, but the directional shift is clear: the disclosure bar for digital assets is rising significantly, whether through CLARITY in its current form or something close to it.

While CLARITY's disclosure architecture borrows from the playbook public companies have used for decades, crypto-native issuers don't have that playbook. Meeting the bill's requirements through legacy approaches means standing up public-company-grade compliance from scratch, a multi-year project that still produces only snapshot evidence at fixed intervals. The faster, easier, less error-prone path is to build compliance on verifiable data infrastructure. The CLARITY Compliance Framework from Space and Time is that infrastructure.

Four pillars, underpinned by continuous compliance

The framework maps to the four areas where CLARITY raises new obligations: protocol transparency, tokenization and digital assets, stablecoin and protocol rewards, and market and credit operations. Underneath all four sits a continuous compliance and auditing layer that turns the data each pillar produces into the disclosures, reports, and audit trails regulators and counterparties expect. Across every pillar, the underlying promise is the same: continuous, queryable, cryptographically auditable evidence designed to support the claims a regulated entity needs to make.

Protocol Transparency

Under CLARITY as drafted, the disclosure regime starts with the project itself. Network token issuers would document who holds tokens, how governance functions, what the technical state of the network looks like, and how independent of originator effort the system has become. The classification of a token as an ancillary asset rather than a security is what determines its regulatory treatment, which means the underlying data behind every disclosure carries real weight. Space and Time indexes the relevant onchain events and produces verifiable evidence for each claim, so every disclosure surface here can be backed by continuous, queryable proof.

- Insider and affiliate token allocations. Vesting schedules, lockup compliance, and transfers from team and investor wallets, with every allocation and unlock provable against the actual onchain state.

- DAO and governance voting. Proposals, votes, voter weights, and outcomes, exposed as queryable data that anyone can verify. Foundational for any project relying on decentralized governance to demonstrate independence from originator control.

- Treasury and related-party transactions. Continuous tracking of treasury movements and any transactions involving affiliated parties, mapped against the disclosures issuers make at fundraising and on an ongoing basis. Closes the gap between what issuers commit to and what actually happens onchain.

- Decentralization and network independence metrics. Token holder distribution, validator concentration, governance participation breadth, and the other measures relevant to demonstrating whether originator influence over the system has effectively ended.

Tokenization and Digital Assets

For tokenized securities and tokenized real-world assets, CLARITY in its current form confirms that tokenized securities remain securities and receive the same regulatory treatment as the assets they represent, with SEC rulemaking on custody and consumer protection to follow. For market participants, the practical question is whether the onchain token can be continuously reconciled with the offchain asset, reserve, or fund interest standing behind it. Space and Time spans both sides of that boundary, indexing onchain token state alongside offchain reserve and custody data so the relationship between the token and the underlying asset can be verified at any moment against the actual source data. With tokenized debt, equity, treasuries, and fund interests entering the market at institutional scale, this is also the pillar where the largest dollar amounts are most exposed.

- Proof of reserves. Stablecoin and tokenized fund reserves verified continuously against the actual reserve assets, available at any moment rather than only when an attestation cycle completes.

- Tokenized RWA backing. Reconciliation between the onchain token and the offchain asset it represents, with provable 1:1 attestation, ownership records, and lifecycle events for every position.

- Real-time NAV. Continuous calculation and verification of net asset value for tokenized funds, treasuries, and structured products, eliminating the lag of legacy NAV reporting.

- Custody attestations. Provable evidence that custodied assets remain in approved custody arrangements, with every movement auditable back to its source.

Stablecoin and Protocol Rewards

With both the GENIUS Act and the latest CLARITY stablecoin compromise banning passive yield while preserving activity-based rewards, the entire incentive layer for onchain finance has to be provably fair. Activity-based rewards have become the primary way issuers and platforms distribute value to users, and every dollar of those rewards is a new disclosure surface. Space and Time captures the onchain activity that drives reward eligibility and the distribution events that follow, so reward programs can be audited end to end against the activity that earned them.

Activity-based stablecoin rewards. Eligibility verification and distribution for cashback, loyalty, and onboarding programs that issuers can run in place of yield. Every reward provable against the activity that earned it.

Auditable staking rewards. Distribution of protocol rewards to validators and delegators, exposed as queryable data with every payout verifiable against stake, performance, and protocol rules.

Loyalty, cashback, and onboarding incentives. Reward programs operated by exchanges, wallets, and consumer apps, with eligibility and amounts provable to participants and regulators alike.

Eligibility and sybil resistance. Programmatic verification that reward recipients meet program rules, with provable controls against duplicate accounts and abuse.

Markets and Credit

As drafted, CLARITY would bring digital commodity brokers, dealers, exchanges, and certain DeFi trading protocols under registration, AML, and ongoing disclosure obligations, with separate broker-dealer disclosure rules for how digital assets are treated in insolvency. For institutional capital deploying through onchain venues, where positions move and credit events fire in real time, the underlying market and credit infrastructure has to produce auditable evidence at the speed of execution. Space and Time provides the data layer for that infrastructure, indexing trades, positions, and credit events as they happen and exposing them as verifiable feeds for compliance, surveillance, and reporting.

- Onchain institutional lending. Credit underwriting, collateralization, and lifecycle data for institutional onchain lending venues such as Virtual Vaults, available to lenders, borrowers, and oversight functions in real time.

- Market integrity and surveillance. Detection of wash trading, manipulation patterns, and front-running across markets, with provable data feeds for exchanges and the regulators overseeing them.

- Liquidity and trading data. Continuous visibility into market depth, order flow, and execution quality, exposed in a form suitable for both internal compliance and external reporting.

- Broker-dealer disclosure feeds. The ongoing data layer that registered intermediaries need to support disclosure requirements, structured for direct submission to regulators or for automated public reporting.

The Compliance and Auditing layer

Every pillar produces continuous data, and the Compliance and Auditing layer is what turns that data into outputs the rest of the world can act on. Under CLARITY as drafted, with semiannual disclosure cycles and rulemakings still ahead, the issuers and intermediaries best positioned to adapt will be those whose compliance runs alongside every operational decision. Space and Time produces these outputs natively, with each one verifiable by external parties at any time.

- Compliance-ready disclosures. Continuous, queryable data formatted for the disclosure requirements CLARITY introduces for issuers and intermediaries, replacing the manual reporting scramble.

- Automated reporting. Periodic and on-demand reports generated directly from verifiable source data, with no reconciliation overhead and no possibility of drift between operational reality and what gets reported.

- Continuous audit trails. Tamperproof records of every onchain event relevant to compliance, available for regulator inspection, third-party audit, or internal review at any moment.

How Space and Time powers the framework

Across every pillar, the verifiability comes from Space and Time. Space and Time is a data blockchain that indexes data from major chains and allows complex queries across both onchain and offchain sources. Every query result carries a cryptographic proof, generated through a system called Proof of SQL, that anyone can use to check the result against the source state of the chain. That means every disclosure, reserve attestation, reward calculation, and audit log produced by the framework is independently verifiable against the source state of the chain, complementing the audit and attestation processes that regulated entities already rely on. Continuous compliance becomes feasible because the underlying data is provable as it's produced.

What this means for the market

CLARITY raises the practical bar enough that the issuers and intermediaries who can produce verifiable evidence on demand are best positioned to move faster, raise capital more efficiently, and earn the institutional trust that periodic disclosure cycles haven't been able to establish in this market.

The CLARITY Compliance Framework is how Space and Time makes that approach practical. It's open to issuers and intermediaries building today. Get in touch to get started.
